Open debat Hoog niveau of eerlijke verdeling? Vandenbroucke F 2007 verdeling Slim investeren en hervormen kan er ‘én-én’ van maken 1 Zijn hoog onverzoenbaar (geworden)? Zouden blijven adequate verzorgen verzekeren? redenen positief hoe zaak steeds armoede-werkdiagram onderwijsdiagram los ene korte termijn faciliteert mobiliteit flexibiliteit werkzaamheid? volgende 3) onderzoekt bestaat (gemeten hand anciënniteit werknemers waarvan weten hij samenhangt arbeidsmarkt) tegenstelling denken vijanden Integendeel: zover relatie geduid werknemer pleidooi bedreigend gebrek zekerheid gepaard wegcijferen laat proberen ‘op leuken’ perspectief systeem positieve conclusie leidt wereld snel verandert hangt onmiskenbaar noodzaak voldoende jobs willen inzet is: inspanning daarmee sa- 71 menhangt zoveel haalbaar draagbaar aanvaardbaar overigens modellen beeld: sociaaldemocratische Noord-Europa enerzijds Angelsaksische Ierland Verenigd Koninkrijk anderzijds (zie Muffels Luijkx 2004) Stand zaken België? bevindt duidelijk zorgen beloop laten dreigen langere terecht komen motto past liberale realiteit verzwakte overheid machte rechtvaardigheid garanderen Zeer geleidelijk risico vandaag vlak (Cantillon 2005) evolutie werkloosheidscijfers achterstand aanzien ontwikkeling EU ingelopen herbergt (Brussel Wallonië) waar werkloosheid losgekoppeld werkloosheidsontwikkeling rest Europa Deze vaststelling leiden Vlaamse zelfgenoegzaamheid kampen ondanks feit uitsteekt boven krappe mobiliseren beschikbaar talent al uitdaging Willen Okuns open hervormingen veranderingsgezindheid evenwel gediend slingerbewegingen hardvochtig 72 3 Gemiddelde Hoge Raad Werkgelegenheid Verslag 2006 discours sussende verhalen ontkennen Hervormingen onderwijs: voortdurend verstandig vernieuwen kern verzorgingsstaat ‘Verheffen’ inderdaad wezenlijke kerntaak moderne politiek Sociale promotie nog essentie sociaal gezichtspunt gaat: opwaartse generaties heen doorwerkt Progressieve lijken laatste decennia enigszins teleurgesteld verheffingsmogelijkheden weerklank sociologische studies reproductie ongelijkheid vooropstellen Zij ongelijk: blijvende argument verheffing gezorgd correctie zwakken degelijk gegroeid Die verdwenen integendeel misvatting onherroepelijk wereldwijde (neerwaartse) nivellering Globalisering maakt differentiatie Hoe moeilijk buitenlandse ‘over planten’ specifiek Finse toont onderwijspolitiek juist ruimte scheppen nieuwe combinaties modernisering welvaartsgroei voorbereiden opgeven Integendeel ambities versterkt allen waarborgen oude verheffingsideaal zo centraal staat: talenten geven sterken zorgt kritische omgeving Foute beleidskeuzes sorteren sneller negatieve effecten zin elkaar leren vergelijken nagenoeg dezelfde sociaaleconomische culturele levert inzichten effectiviteit gevoerde Zo comparatieve onderzoeksgegevens Unie anderen spitsen toe Performantie cijfers mogen geloven investeert termen relatief overheveling onderwijsbevoegdheid Gemeenschap mede tijdens jaren negentig voorwerp was besparingsoefeningen federale moest organiseren Dit typisch institutionele gegeven Nederlandse hele publieke sector onderworpen werd bezuinigingsoperaties Nu landsgrenzen altijd riskant Bovendien centen weliswaar essentiële randvoorwaarde veel scoorden beiden PISA2003-resultaten; één opzicht noordse top Toch doorstroommogelijkheden (na afronding opleiding) geval kwaliteitsvol beroepsonderwijs Wanneer signaal onderwijsvormen bona fide ervaren stigma eroderen Hiertoe onder geïnvesteerd basisuitrusting technische proefprojecten onderwijsvernieuwing geïnitieerd inzetten geïnformeerde studiekeuze: ongeleid plaatsvinden zinvolle toekomstgerichte groepen jongeren doorstromingsgerichte oplossing TSO-BSO uiteindelijk intrinsieke kwaliteit: punt lat gelegd knappe studierichtingen Mogelijk frustratie tegengaan werkgevers geschoolde potentiële falend studiekeuzebeleid verwijten Verder politieke druk kwalificatie sociaalpolitieke ambitie elke jongere startkwalificatie riskeert vrijgeleide laisser faire houding gezinnen Ambitie elkeen succesvol verheffingstreven doorschuiven levenslang
